e-Citizen & equalskills
e-Citizen is a basic computer skills certification developed in response
to the urgent and growing need for an increase in e-skills within the community
as a whole, as highlighted in the e-Europe 2005 Action Plan.
e-Citizen is intended to help citizens bridge the digital divide by giving
them the necessary skills to participate online across a broad range of environments,
from dealing with government departments to searching for information
and buying products and services. Many individuals are unaware of the possible
uses of the Internet and/or are unable to access important information and services.
These individuals are at risk of being marginalised as Internet-based delivery systems
take over from traditional delivery systems.
Apart from the consequences of this skills gap for the individual, organisations
currently investing in online delivery systems for their services are experiencing
a low uptake of these services as a result of this skills gap within the
general population. For organisations with substantial capital investment in online
services a speedy increase in skills - and therefore uptake - makes sound economic
sense.
e-Citizen addresses the diverse needs of the individual, government/public bodies
and commercial organisations by providing a certification that bridges this skills
gap.
